Even if you limit it to the government, it's not true. Of course they care about their people. Their ideas about what is right and wrong for them might be different from ours (and I think less beneficial and wrongheaded), but to say they just don't care about "their people" is false.
He didn't stop flights. He restricted people. Probably not enough to make a difference.
Until they figured out Covid could be weaponized to derail the US economy, install open mail in voting, and presented an ideal scenario to "massage" the 2020 election in their favor...
