The board has done a very good job of managing the press pool. All of this is entirely because President Trump was triggered by AP using "Gulf of Mexico'' instead of "Gulf of America." Here's the deal, the rest of the world uses "Gulf of Mexico" and has for 400 years. The President's EO on this won't change that. The AP, like Reuters, is a wire service and provides content to the rest of the world's media as well as the US media. What logical reason would compel them to use the "Gulf of America" when the entire world, and the majority of its media clients, knows it as "Gulf of Mexico?"
Also, for the people on Facebook (I've seen dozens of misinformed posts on this topic) that think that the President renaming it "Gulf of America" now means it is US waters and gives us drilling rights for the entire gulf - NO IT DOESN'T. Territorial waters still extend to 12 nautical miles and the Economic Exclusive Zone which extends farther do not change. Names do not change international maritime law.

If the White House is taking adverse action against press organizations as a punitive measure in response to coverage the WH doesn't like, then it kind of does implicate the BOR, because it could be considered to create a chilling effect. Maybe. I think this particular usage would be slightly outside existing precedent.
