He wants Russia out of Ukraine. Trump knows that's not possible without a lot more American support, and possibly troops, and he's not going to do that.
It's that simple, imo, and the dance he's doing isn't working.
He boxed himself in when he guaranteed an end to the war immediately. No one actually believed it, but it was part of his campaign.
If he can make Zelensky the bad guy, then Trump doesn't suffer politically, and I think that's the plan.
I don't like it, but there's no way to end this war until one side capitulates. And Trump just isn't going to stay in it long enough for Ukraine to win.
Zelensky's best bet, if he won't agree to a ceasefire, is to get enough European support and continue to bleed Russia. What I'm afraid of is Trump taking the pressure off Russia, economically.
