This isn't the first time you've talked about independence and federal agencies. Those 2 things aren't compatible. Those agencies are part of the executive branch and subject to not only the president's direction/guidance, but also the oversight of Congress and rulings of the judicial system.

Some Congressional Republicans already expressed displeasure with this. With very small majorities in both Houses of Congress it seems unwise to irritate them by not following a reasonable law. I’d imagine it works like other congressional notifications like for arms sales and after 30 days without Congress taking any action it’s essentially approved.
