Apparently the two guys in the open window watching the adjacent roof left their position to go to the ground and look for Crooks. Meanwhile, Crooks climbed up on the roof they had been watching. That's some Keystone Cops stuff there.

Testimony today indicates those two guys were local LE, not SS. and that they did locate Crooks and did take pictures of him which were relayed to SS and other LE. It's not entirely clear, but it appears they then lost sight of him and continued to look for him. He somehow then climbed onto the building before they returned to the window.
