A House vote to impeach would require a Senate trial and vote. The deep state stuff is stupid.Right, and that's the issue. The Senate just isn't going to get 2/3s to convict. More than 1/3 ran on the platform of following Trump into oblivion. A House vote doesn't really mean much, the 37% or so will just claim it is 'deep state'.
There is no provision for a defeated office holder to refuse to leave. What in the world are you drinking? There are state provisions which differ state-to-state about what happens if no one is elected to a position where there is a sitting incumbent who didn't run. But there is no provision for a President who is defeated to refuse to leave office. The part you underlined is a generality about state law. There is no federal law other than how the election for President is held and the time of his taking office and the oath requirement.
