I didn't post an article I read from the Atlanta Journal Constitution before because it is paywalled and only part of it is available. The available part suggests the Secret Service has gotten too used to airport rallies. At an airport, they have a small area that gets the heavy treatment, but the rest of the airport is still pretty secure. They suggest the Secret Service was treating this in that way.

Officers were sent, one was the guy who climbed the building.

The failure was in not having someone on top of that building. If someone is there, this does not happen.
