But they should be allowed to vote, it is a bedrock principle.

Wby should the stetes or anyone have to remind you to encourage you to vote? If a person doesn't know they can register and vote then they are too dumb to vote.But we know a very large potential source of fraud, people moving from one state to another. We had a compact that would look and report the to be removed from the old state. But as part of it, states were required to send postcards to non voters encouraging them to register. Republican states did not like that and dropped out. So the millions that have moved states remain registered in all.
A pretty big risk of fraud for not wanting to send a postcard.
