Nope. It's what the DHS Appropriation language says. It is CBP funding that Congress authorized to be transferred to FEMA for actual execution. Has absolutely nothing to do with the FEMA disaster relief funds.

A form of this program has appropriated by Congress since 2019. Hmmm....

But you could go through the entire government, or agency, or agencies, and make the same claim. There’s a reason they want to compare the spending on illegal immigrants.

I will add that optics matter. Perception. When every x days we hear we are sending more money to Ukraine. I literally gave you the letter from DHS to Congress which has an entire detailed table with the breakdown of where this spending went... Including specific $$ amounts granted to each NGO as part of the program.
