The problem is of course that side 1 says "we don't like the bill and in order to get us to like it, you have to do A, B, C, D, and E"
Then side 2 thinks about it and says "Well, it waters down the bill, but we will meet you more than half way and give you A, B, and C"
then side 1 says "we don't like the bill and in order to get us to like it, you have to do D, E, F, and G"
Then side 2 thinks about it and says "Well, it waters down the bill, but we will give you what you first wanted, A, B, C, D, and E"
Then side 1 says "we don't like the bill and in order to get us to like it, you have to do F, G, H, and I"
So the message is, really, we don't want whatever it is that you propose, as long as you are the one proposing it.
And it doesn't really matter which party is side 1 and which is side 2. We seem to be stuck in that dysfunctional rut.
