The Ukranians had some reason to believe that he would accept the offer. I'll concede that I cannot prove he is a citizen. I can only observe his behavior. I had researched gaining citizenship in a variety of ancestral countries. Poland, Hungary, Ukraine, Lithuania, Russia. My relatives left way too early to qualify. Without verifying the exact requirements I'm 95% certain he would qualify based on more recent ancestry.
