There are provisions for ballot harvesting, drop boxes, and relaxation of identification requirements in HR 1
I think it is clear Nancy Pelosi has stated that representatives against HR 1 are suppressing voters.
Ballot Harvesting
- HR 1 P.199 l.24 explicitly allows 3rd persons to collect an unlimited number of ballots and submit them to election officials
- Paid (salaried) activists would be permitted to collect such ballots as long as their compensation were not based on the number of ballots collected on the behalf of others.
- HR 1 P.194 l.1: Requires states to send absentee ballot applications by mail to every registered voter 60 days in advance of the (Federal) election.
- HR 1 P.56 l.6: Requires all public facing state agencies to offer voter registration services to all clients at the time of service.
Drop Boxes
- HR 1 P.199 l.20: States are allowed, but not required, to provide drop boxes for the collection of ballots.
- HR 1 P.271 l.17: Requires States to provide secured drop boxes, (24/7 P.274 l.20) where an individual may drop off (an unlimited number of) ballots.
- HR 1 P.277 l.10 prohibits states from barring curbside voting.
Voter Identification
- HR 1 P.186 l.11: States are prohibited from defining application rules, must implement a no excuse application policy.
- HR 1 P.186 l.18: States are prohibited from requiring identification (other than a signature) to apply for an absentee ballot.
- HR 1 P.188 l.18, P.190 l.5: Election officials are required to allow voters to cure missing and mismatched signatures, within ten days of such discoveries.
- HR 1 P.56 l.6: Requires all public facing state agencies to offer voter registration services to all clients at the time of service. But, does not appear to demand states secure evidence of positive identification. (eg. the last 4 digits of a client’s SSN or signature are transmitted only if the client provided them).
