should the money be sent back as a percentage to those who paid taxes, is what I was questioning. we don't make everyone pay the same amount of taxI believe the rebate is required by statute once the surplus reaches a certain level. I also believe that a bug chunk of it (that's not being sent back to taxpayers) will be applied to pay down bond debts or maybe shore up pension funds or something of that nature (but don't hold me to that). Perfectly acceptable use for "windfall" money, as opposed to dumping it into the general fund.
I'd much rather see these one time rebates/expenditures than the tax cut nuts using it as an excuse to cut tax rates, setting us up for budget crunches on down the line.

The biggest single problem with potholes is that it is spring and it is the freeze/thaw cycle that creates most potholes. Indiana just fired up its hot asphalt plant in late February. Since then it has been chilly and rainy. Neither conducive to good road repair. I don't know about Missouri.
