There's been some conflicting stories of what all was/ is included in "maneuvers" . Ukraine do have some Naval Special forces, although no (or not many) large boats, mostly small swift attack or AI craft.
I'm not sure if Musk was correct or not. There's the argument that he has a utility for the masses, with a multitude of capabilities to be utilized. How could it be proper to turn that utility off (or limit it from) that helps you defend yourself? Obviously I am jaded to support the Ukraine side. Did he turn it off in Moscow?

Probably not, but it sounds like that was their main repair location and docking facility.
