Strictly speaking, closing the straight would be a violation of customary law of the sea, and for ratifying nations, a violation of the UN Convention on the Laws of the Sea. However, Iran only owns the territorial waters on their half of the straight. The other half is territory of Oman, so one might argue that any military actions taken to close the straight in Omani waters would constitute an act of war against Oman.
