We are in this spot because the Republican-led House only advanced 5 of the 12 appropriations bills and the Democrat-led Senate has passed zero thru committee

That of course won't be the narrative. But the Republicans continue to not be able to create any leverage because they can't pass anything on their own. You can't go into negotiations with the Dems when you don't have anything to start with. Result will be the same as usual... The Senate will pass a 3 month CR, then Johnson will have to bring it to the floor and pass it with a lot of Dem votes.

The dynamic has never changed in the last 2 years.

Exactly. It's not the Dems' fault it can't pass the house. Get something to the Senate and then you can put pressure on the Dems.
