Congress hasn’t passed the appropriation bills it’s supposed to pass every year. The government, including FEMA is working with the partial year funding provided from a second Continuing Resolution. The fingers should be pointed at Congress for failing to do its job - again.

And I mean that 100%. There's never been another official who has failed so badly in his duties and still kept his job.
That's why no one ever gets fired in the Biden Administration. The unspoken (maybe) understanding is that they will ignore their duties in order to advance Biden's (or Jill's or whoever is pulling the strings) political agenda

Dont you get the FEMA. fund for emergency food and shelter? I agree that Mayorkas never admitted to using that fund for migrants, but FEMA didn’t deny it when it had the perfect opportunity to deny and Mayorkas said things to reasonably lead to the conclusion that it was used. I’ve dealt with FEMA through two floods and a fire, I’ve attended a week long FEMA disaster camp at its training facility, and I attended other FEMA programs. Ii’m pretty familiar with their spending cubbyholes and their bean counters.
The 2022 approved fund you keep referring to (which I agree is new to me) is not about disasters or emergencies (unlike the food and shelter fund I mentioned). That new fund is long term support and much of it is funneled through 501c3’s and local government.
Finally, government lies to make it look good.
