It is a return of a surplus. But if too much money chasing too few goods is the cause of this inflation, doesn't it make sense to hold it until inflation is lowered?

I certainly do believe that contributes to inflation. But I don't really know how the surplus works. Having the gov "hold" taxpayer money owed to a taxpayer is nothing I will advocate. It's certainly difft than a stimulus check or a credit granted like a child tax credit.
It isn't "owed" in that it is not a refund of overpayment. Otherwise it would be a different amount per taxpayer. A taxpayer who paid no taxes last year, was eligible to get all their money back, will get the same rebate as some who paid in tens of thousands

Actually, when they quit counting at 2am, Trump was way ahead. Even the coveted CNN was surprised to wake up to Joe being in the lead. I was in Michigan that day and their vote totals for Joe were a vertical line after 4am... oh but 80 million people voted for him, and Hillary didn't destroy 30k emails either.

Everyone knew they were going to be highly Democratic ( thanks, Trump). The big cities were also counted late. This had been talked about all week long. That Trump would likely be ahead early .

The quality of Biden's performance has no relationship to the quality of Trump's performance.
Trump failed and failed pathetically on the main plank of his campaign platform -- repeal and replace Obamacare. Later, he said he would just merely improve Obamacare but he didn't do that either.
Trump campaigned on those things but it really didn't look like he tried very hard. Maybe he would have tried harder had he cared about the little guy who truly needs some improvement in the health care system.

Trump's main selling points were:
Repeal Obamacare (failed)
Build the wall (Tried - some success - though not paid for by Mexico)
Revise business tax rate (success)
Kill every environmental restriction Obama put in place (mostly successful)
Nominate a conservative supreme court justice (immensely successful)
