They broke our laws. Isn't it kind of to be expected that somebody would be frightened if they broke the law (whatever law) and risked getting caught?
I get that she's making some kind of emotional appeal. But I try to put myself in the other guy's shoes. If I went to a foreign country and deliberately violated their immigration laws, I'm pretty sure I'd always be looking over my shoulder.

But they could be wrong but still have had facts to make them think it might have been a Russian disinformation campaign. Intelligence assessments by their very nature are probabilistic, like weather predictions or the like.
In general, though, I agree that too many intelligence/foreign policy “experts” aren’t held to account for their mistaken predictions or assessments. The Iraq invasion is the prime example of my lifetime.
I'd be interested to know what facts they'd have had to make them think it.
Keep in mind that this letter and its signatories were put together hastily. Emails regarding it have been released and the letter came out pretty shortly after news of the laptop broke. Mike Morrel is the one who put it together and reached out to the others.
On top of that, are you aware of any of them issuing a mea culpa since we've learned more about this? I think Occam tells us all that we need to know about what this was. And I just find it so telling that the people who would normally be making a lot of noise about election interference, or about misinformation/disinformation, about tearing down the trust of our institutions, etc...
...are just deafeningly quiet about this whole ordeal.

And you’re right: Biden cited the letter (a) as proof the laptop was a Russian plant, and (b) as if it was written and signed independently of their own volition.
I’d be surprised to learn that the former CIA directors and former DNI, at least, didn’t have active security clearances.
But it’s not even that important if they do or don’t. What’s important is there was something done to hold them accountable for injecting disinformation into a presidential campaign.

You also need to have an organization that is responsible for your clearance, which means you're working somewhere that has cleared access....and then actually have a 'need to know'
