If their bosses or anyone in the chain of command above them has no valid need to access any of it, they have no access to it. Access is limited. This is the opposite of that.Again low level clerks have this info. People actually more inclined to take out credit cards etc
Again, a breech to access my personal information resulted in my ID being stolen. It's not fun. Luckily it was caught early before I lost anything out of my financial accounts. Protecting this information, which in the case of Social Security information, would be pretty much every American citizen and not "just" those of us that were in the military or federal government, is absolutely vital.
