Beats me. You'd think so. But who knows? Besides, aren't there multiple Ukraine aid bills? I doubt they are all the same.
This is usually the case, but limits and conditions are also usually included. Most often an explanation for an action like this is required. I don't know what the limits, conditions or explanation requirements are, but most Presidents (all except one) use their authority judiciously and explain why they're doing what they're doing.

It's absolutely nuts. It's almost as if we're telling Russia to go ahead and roll through Ukraine. We shouldn't be weaking the position of our partner nation against a US adversary before the negotiations really begin negotiations on a plan to end the war, but we are doing exactly that.
Ukraine has always been the brains behind the Orcs weapons. If we don't give either intel, how is that being anything but neutral?
In the grand scheme, Russia has satellite Intel. And I suspect better intercept capability. So a US blackout really hurts Ukraine operating in Russia
Neutral? If you think blinding our partner nation against an adversary nation is neutral, OK.
I know they do on a lower level because I've contributed to some - to buy trucks, drones, etc.
I bet France and the UK wish they had their own satellites.....
