The school and coaches aren't allowed to talk about players they are recruiting until the players sign an NLI. This includes whether or not a player has been offered. So an official IU account retweeting a player saying he was offered a scholarship would be a violation. Whatever or not that actually happened I don't know, but if it did it would be a violation as it would be commenting on an offer. The NCAA being what it is likely doesn't care whether the offer actually happened, just that an official school account tweeted (commented) about it with no signed NLI.Coaches retweet players all the time. There is no recruiting violation here.
