Oh this is going to be fun.
1. Go over CTA's head and buy out Hiller's contract, then give him a significantly larger budget to go and find a replacement. Idk if money is the reason he's still on staff, but it's the only logical one I can't blame CTA for. Clearly they aren't swimming in buyout dollars just based on the Sheridan contract buyout, but if you take that off the table then there's absolutely no reason for Hiller to stay, and Allen has 5 million reasons per year to deal with the AD stepping in and relieving Hiller of his services.
2. Make sure any player facilities that are have not been renovated in the last 5 years are redone, to my knowledge they have recently renovated the locker rooms, but I never hear kids rave about Indiana unless we are their only P5 offer, so clearly we could improve. You have to stay competitive with at least the middle of the B1G and be nicer than all of the remaining Big 12+Pac 12 schools in order to land recruits over them.
3. In the world of NIL, find a way to get CTA some top 200 recruits, whether that means pulling a Texas A&M or not, he needs talent for us to know if he can really make it long term as a HC. Not buying the entire class, we will still not even be in the top 25 richest football programs in CFB even with the new B1G media deal, but if there's some wide receiver or edge rusher that CTA really thinks is worth it, and money is the only thing standing in the way, I'd be more than okay with him "buying" one or two kids per class.
4.Renovate the press box and suites at MS to try and entice big $ donors to actually care about Indiana football. Clearly our donors have the money and just don't care about football, if we give them a better football experience maybe that will change.
5. CTA is bought out after this year if he doesn't win at least 3 games(expectation should be higher than 3 wins going forward, but the 2021 and 2022 classes need time to develop, and they were the best classes Indiana has ever landed so he deserves a little bit more leniency until those recruits see the field).
6(if needed). Spend big on a new HC in the event that step number 5 comes true.
Longer term, I would love to see MS hold at least 65,000, so we have an intimidating atmosphere. But we need WAY more demand than we have currently for a stadium renovation like that to even be a possibility. Demand will only come from being more competitive for a good 8-10 years, so this is more like a dream than something I think they should actually do, but still worth noting.
