Well, not really much of a penalty. You have some assets seized or debt restructured. AND you have lenders lined up to lend you even MORE money because they know you can't file bankruptcy for another 7 years.
The debt ceiling will always get raised. But it's a bargaining chip when dealing with the budget - that's all it is. Everyone knows it, but act like it's a real crisis. It's not. There may be delays in payments, but they will be made eventually. There is enough money coming in to keep the government running at a more-than-basic level. It's all media hype.
Certainly is harder to just make shit up with the reporters on the ground with cameras I guess.
