I'm not sure Russian commanders would carry out gas attacks, even if ordered. They know they could be tried for war crimes. Ukraine is not Syria. Everyone has a cell phone and a camera - they could not get away with it in Ukraine like they could in Syria.
Putin has backed himself into a corner. I'm sure he's trying to not destroy all the Ukranian infrastructure, because he knows his stooges will have to rule the country after regime change, if it happens. But, without doing that, Ukraine could hold our for a while and make it every costly for Putin to continue.
