(Lack of) Water isn’t usually a problem in a rain forest. Mudslides were one of the big problems when it was built. But I do recall reports of hydrology problems over a decade ago.

I think it’s more likely he believes the release was consistent with his order and took credit for that. .
If the release of this water was as stupid as the articles linked here suggest, his administration is responsible, no matter how this occurred. Obviously. Trump's level of culpability in the whole thing can never be zero, but it's worth asking how exactly this happened.
We don't expect our Presidents to order certain dams to be opened at certain times, etc. without others weighing in and advising, do we? Now, is it possible, Trump said "I don't care, just do it. Open those dams no matter what, I know what's best?" Yes, yes it is. But I think it's important to know if it is that or some admin miscommunication, foul up down the chain, etc.
As for him claiming credit, Trump would boast about his morning stool if he thought it would make him seem successful. Doesn't mean we have to pay it much credence.

Releasing water meant for farm irrigation to fight wildfires that have already been contained doesn't seem particularly brilliant-adjacent, but I guess mileage may vary.
Somebody decided to release this water from these reservoirs while violating protocols. . The release does not follow the EO. Makes ya wanna start taking some depos starting with the person who turned the valve.

Of course no one is suggesting Trump himself ordered these particular dams opened. The only reason we are debating culpability is because of how quickly CO.H pivoted from "this was a good idea" to "Trump didn't do it," moving so fast, he overshot it and landed on "someone did this maliciously to hurt Trump."

What are "all applicable authorities"? Would tradition/custom be an authority? It seems unless there are laws, we would have a hard time saying it is an "authority".
Note with Tuskegee there were people immediately stepping in and saying it was a mistake (or malicious). Note it has not been said here.
