If the athlete is at least 18 years old, even the parents can't release it without the consent of the player. If the parents are the carriers of the policy, they are entitled to the information, but can't provide it to anyone else.

It’s a warped society we live in and it will only get worse as it gets harder to control the mass of humanity with endless new rules and regulations. Medical condition is regulated in top secrecy while our daily habits are being tracked without our knowledge and certainly without consent.
