Conveniently left out of the discussion of FDR embargoes was Japan's invasion of China and their hegemony.There's a lot of history there -- some of which preceded FDR's presidency. But basically it just came down to political and resource control in the Pacific Rim -- especially Southeast Asia (Philippines, Indonesia, etc.) and Oceania. Japan has always been strapped for natural resources and they were setting out to address that.
I do not think it's right to say that FDR provoked Japan into attacking us, really. Or at least that would be an oversimplification.
They obviously felt threatened by our presence in the Philippines and elsewhere in Asia and there were dueling embargoes -- first from Japan against Chinese imports of US military supplies and then from the US against exports of oil to Japan. This was a massive provocation. Japan got 80% of its oil from US producers.
Japan considered invading Philippines in response to the embargo. But they decided on the surprise attack instead, because they believed they could cripple the US Pacific fleet.

Our intelligence agencies, Mueller’s investigation and the Republican led Senate Committee all agree about Russia’s efforts to influence, but none say the influence put him over the top. It is harmful that Carter said it did. Trump’s actions and statements about the 2020 election being lost due to (nonexistent) voter fraud is far more harmful in decreasing confidence in our election. To this day, a plurality of Republicans believe him - even though Trump doesn’t even really believe it. There is some real long lasting damage there - and it’s intentional.
