I don't doubt that he might partially mean 'elite billionaires' when he talks about the 'enemy within.' That said, he has also named names of people he wants to see prosecuted, including Adam Schiff, Nancy Pelosi, the Bidens, etc. Whether he'll be able to take significant action against them is one thing, but he definitely has a hit list of people he'd like to make suffer.
