China can probably last 2 months with 100+% tariffs from the U.S. We are their biggest customer. Their economy is fully subsidized by the government. Export economy at that.

We will strike deals with Vietnam, Japan, South Korea in the next 2 weeks. He will try to isolate China

They have 3 trillion in cash, I don't know how long that will last. Russia has lasted a long time, fighting a war. They had $112 billion, which while Russia is far smaller so is $112 billion to 3 trillion.

But even if it works, how is this so much better than calling South Korea, Japan, etc, and negotiating up front without the tariffs? Heck, the TPP was a move to isolate China that Trump hated. But that is what it was even if he claimed it was to boost China.

While we are their largest... We are only about 15% of their total global exports.

Assuming this becomes law (doubtful), would it pass muster in the courts? Maybe. I’ve always found Art 1, Sect 4 to be pretty ambiguous about the jurisdiction of election law.

The Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each State by the Legislature thereof; but the Congress may at any time by Law make or alter such Regulations, except as to the Places of chusing Senators.​

Probably moot. This won’t get 60 Votes in the Senate. But interesting question to ponder.
