China is far and away the world leader in rare earth metals. Russia and Brazil are in the top 5 or so. That's most of BRICs right there. Ukraine isn't that rich, except compared to most of the rest of the world. Why wouldn't Russia want to add that collection and deprive it from the US.
It is Cold War 101, look at the world where there are important areas due to resources or geography (Suez Canal for example) and try to control them.
You're right - it is, or was, a corrupt country. But it was moving toward a more western society when it was invaded by Russia.
