Allegations of drug cartel scandal create backlash. Now the Arizona GOP is blaming a new lawmaker

Days after a legislative committee allowed the airing of unverified allegations about a scandal involving elected officials, judges and a drug cartel, Republican leaders at the Legislature are pointing fingers at one of their own.

Freshman lawmaker Rep. Liz Harris, R-Chandler, took the brunt of the blame Monday as social media exploded over the unproven and far-fetched claims made by a person Harris invited to testify at a hearing on election security.

"What should have been a joint hearing to examine commonsense election reforms devolved into disgraceful fringe theater," said House Speaker Ben Toma, R-Glendale, in a statement. "I'm not alone in believing that it was irresponsible and bad judgment for Ms. Harris to invite a person to present unsubstantiated and defamatory allegations in a legislative forum."

Senate President Warren Petersen, in his own statement, said Breger's report "was a surprise to the whole committee."

Harris and Toma had asked for permission to hold the joint elections meeting and Senate leaders agreed, he said.

Senate Majority Leader Sonny Borrelli, R-Lake Havasu City, asked to review all materials in the presentations at the meeting, Petersen said.

"I assure you, had (Borrelli) known about the report, he would not have allowed it to be included," said Petersen, R-Gilbert. "This was definitely not the proper venue to make such allegations, nor to assess the credibility of such statements. My senators have not engaged in such questionable behavior, nor do I believe they will in the future.”

Borrelli told The Arizona Republic that he asked Harris repeatedly for the report associated with Breger's presentation, but Harris "was not forthcoming." Harris was allowed to put on the event anyway because of "professional courtesy," he said.

The hearing was part of a series of presentations hosted by Republicans who believe that massive election conspiracies took place against their candidates in 2020 and 2022. Partisan investigators and activists have offered hours of conspiracy-laden testimony in the Senate Elections Committee since the Legislature convened in January.

In 2021, Petersen helped organize and oversee the partisan "audit" of the 2020 election in Maricopa County; in January he appointed one of the state's most dedicated election conspiracists, Sen. Wendy Rogers, R-Flagstaff, as the committee's chair. He also hired a former Trump staffer, Gina Swoboda, as the committee's analyst.

Claims originate from divorce case

Harris, who made numerous, baseless claims about alleged election fraud during her campaign for the Legislature, was given free rein for the all-day hearing Feb. 23 of a special joint committee involving members of both the Senate Elections and House Municipal Oversight and Elections committees. Democrats on the committees boycotted the meeting out of frustration that it would contain misinformation, as other presentations had done.

The shocking comments about a bribe scheme were made by Jacqueline Breger, the last speaker at the livestreamed, seven-hour hearing. Besides Gov. Katie Hobbs, Breger also named Secretary of State Adrian Fontes and "the mayor of Mesa" John Giles, a Republican, as probable "bribe recipients," along with unnamed members of the Mesa City Council, Maricopa County Board of Supervisors, "two dozen judges" and "legislators."

In fact, the story originates in divorce-related court filings of Scottsdale lawyer John Thaler, who claims his ex-wife and former mother-in-law are key players in a plot to help cartels use bogus real estate deals to launder money and bribe politicians. A report submitted to the Senate after Breger's presentation used some of the same verbiage Thaler had used in describing the alleged scheme in court documents but with no references to his prior relationship with the women.

Harris reportedly knew about the allegations for weeks, according to published statements by Jennifer Wright, a former assistant attorney general. Yet a few minutes of searching the internet shows serious credibility problems with the claims. Thaler previously promoted a book based on the allegations on his Facebook page, and multiple court cases that involve him are detailed online. A Facebook post from January 2022 shows Breger and Thaler "in a relationship."

Thaler has used the information in response to criminal charges including unlawful flight from law enforcement, failure to follow court orders and domestic violence. Thaler's law license in Arizona was suspended due to an issue with his requirement to complete mandatory continuing legal education.

In 2021, a Maricopa County judge wrote that Thaler was unprofessional and belligerent toward "everyone" in his divorce case and had filed pleadings that were "incoherent/delusional and contained allegations that were clearly baseless."

Harris deletes post about hearing

Asked Friday for names of legislators who were bribed, Thaler told The Republic that Harris didn't appear involved, but Rogers and the Senate Elections committee's vice-chair, Sen. Ken Bennett, R-Prescott, had filed "documents that meet the characteristics of those documents used in the money laundering and bribery schemes."

The Republic forwarded Thaler's email to Rogers asking for comment about his allegation against her. She didn't respond.

On Saturday, Harris made a post on Telegram that gave credence to Thaler's allegations.

"The strength of Thaler's investigation is not rooted in theory, equations or statistical deviations, but rather thousands of documented falsified transactions," Harris wrote in the now-deleted post.

In an unusual late-night news release Sunday, Rogers took cautionary stance on the allegations, saying the hearing was not the "appropriate venue to discuss what could potentially be called criminal activity."

No charges are filed and no prosecutions are pending, she noted, and the Legislature "is not the proper authority to pursue charges."

Consequences for Harris? 'We'll see'

Petersen, in his statement, said, "I imagine the House is discussing how to address this situation with Rep. Harris."

Asked whether Harris faced the possibility of a censure vote or some other discipline, Toma responded, "We'll see."

Harris didn't respond to messages seeking comment.

The commandment you've cited is the essence of Christianity. That's what's meant by living the gospel. You'll never see ftw or people like him citing it, though. He'd rather preach, judge and make determinations as to who will and won't be saved.

And you're spot on. Those are the four gospel writers. Paul's contributions are letters - - epistles - - written while he was helping establish faith communities in places like Corinth (in present day Greece) and Ephesus (Turkey).

Hahahaha. And? Does the theory btwn Arizona politicians and the Sinaloa hold water?

Theories consisting entirely of wild and unbelievable allegations without any evidence at all do not hold water. This one’s worse than that because the allegations themselves are being withdrawn.

What happened to the Hobbit? And why was a Republican named acting Governor and not the Dem LT Gov or AG who are higher up the ladder?
