To me this spat shows how deep the rot is in this country. First of all this should have never been broadcast. Are we really looking after the national interest by broadcasting this?

This is 100% on Russia, but your statements about NATO expansion are misleading at best. Putin didn't invent it. It was understood by many that the final disposition of Germany was tied to a tacit agreement not to expand NATO east. To what extent such an agreement constituted a "promise" or would be binding for all time is certainly up for debate, but it wasn't invented out of thin air by the current government in Moscow.
