One of the most intriguing Tory proposals this year seems to have been shelved by the election. Basically, the proposal was to ban all tobacco for anyone born after a certain date. Another way to look at it would be to say they would ban tobacco but grandfather in people already old enough to smoke. The hope was that as people aged, the smokers would be replaced by generations of non-smokers.
Anyone think something like that could work?
