Recruiting Offensive Skill Players

With Wilson's approach to offense which provides significant playmaking opportunities for all skill players, one would think that highly regarded recruits would be lining up to accept a scholarship offer from IU. Yet, for the past couple years, we have little or no depth at QB (ok... I get Tre's defection), Our stable of RB is average or below average after Jordan Howard, and our WRs just aren't making the big play. One would think we can get very good players that could provide the appropriate depth. Where am I wrong with this assumption that we should be able to attract top quality offensive skill players with our offense?
