That's really the answer. The top 4 were effective presidents. The bottom 3 were disasters. Anyone attempting to shift anyone either way over that hard line is just politicking.
I think Reagan belongs in the bottom 3-4. His legacy is everything being rejected today. IOW, if Reagan deserved to be top 3, Trump wouldn't be on the list.

I agree with your assessment for the most part, & feel overall positively about Clinton, but his failure to take out Bin-Laden when that opportunity presented itself turned out to be perhaps the single biggest gaffe of the past 30 years. Would someone else have stepped in & the same chain of events transpired, maybe, but maybe not…

The opposition scoffed at his attempt and accused him of trying to distract everyone from the Lewinsky scandal. I remember vividly.

If by opposition you mean his joint chiefs of staff, at least if you believe Bill’s account, & he admittedly passed on the best opportunity, so I’m not sure what you mean by attempt. Nonetheless, it was his decision, & in retrospect he made the wrong decision resulting in thousands of deaths, multiple wars, & permanent changes to our lives as Americans. One could argue it’s a bit like blaming a field goal kicker for losing the game on a missed fg in the second quarter, but the fact remains…

Had the SCt. ruled that a civil suit against the President must be stayed until he is out of office, in the interests of not distracting him while President (Clinton v. Jones), he wouldn't have needed to worry about it. I thought it was a mistake then, and still think it is one today.

He himself has stated his reasons for not doing so & has not alluded to anything other than it being an issue of morality, as there may have been hundreds in collateral damage. Maybe he’s not being completely honest, as we know he is wont to do…
