That's really the answer. The top 4 were effective presidents. The bottom 3 were disasters. Anyone attempting to shift anyone either way over that hard line is just politicking.
I think Reagan belongs in the bottom 3-4. His legacy is everything being rejected today. IOW, if Reagan deserved to be top 3, Trump wouldn't be on the list.

I agree with your assessment for the most part, & feel overall positively about Clinton, but his failure to take out Bin-Laden when that opportunity presented itself turned out to be perhaps the single biggest gaffe of the past 30 years. Would someone else have stepped in & the same chain of events transpired, maybe, but maybe not…
