Or they are going to ruin the game. Incidental helmet to helmet contact cannot be targeting if you want football to be anything more than a track meet. Air Force just got a terrible targeting called against them. Nebraska in their bowl game. TJ Simmons against Michigan. Allowing relay to look at it has done next to nothing.
