I would assume so. I don't think Congressional appropriations get all that specific.
But that's just an assumption. Who else would decide org charts and staffing levels?
What compels the replacement? And what would make it merely "the majority of them"?
Is it anything other than the specific department's secretary or agency head?
Because the many organizations need them to fulfill their missions. I’m thinking of two specific DoD organizations with important missions that would not be able to function if their remote workers left and weren’t replaced.
That being said, my understanding is that DoD is exempt from the current hiring freeze. However I’m sure other government organizations would also become “combat ineffective” if they weren’t allowed to replace workers who leave.

Well they currently have a blanket hiring freeze for many departments. So unless and until that's lifted they can't replace anyone. Even unrelated to this.

Wrong. Processes can be improved, systems & tools can be improved. You should know this from the restaurant world. Are you contending that if I have 6 servers & all six are standing around for much of the time I can’t reduce the staff & maintain service levels? Or if I have one oven I can’t increase output by adding a second? Are you assuming that all employees & their time are utilized effectively, & if so, what are you basing that on? I don’t know if this is the case for any or all government agencies but to say it’s impossible is silly.
What I or you “recall” is immaterial, we can tell stories or look at the data. Bring data or keep tellin’ stories. You’re also making the assumption that all circumstances are equal, or even similar for the prior administrations, is that truly the case?
