That being said, my understanding is that DoD is exempt from the current hiring freeze. However I’m sure other government organizations would also become “combat ineffective” if they weren’t allowed to replace workers who leave.

Wrong. Processes can be improved, systems & tools can be improved. You should know this from the restaurant world. Are you contending that if I have 6 servers & all six are standing around for much of the time I can’t reduce the staff & maintain service levels? Or if I have one oven I can’t increase output by adding a second? Are you assuming that all employees & their time are utilized effectively, & if so, what are you basing that on?
