We are learning the federal government payment systems, its accounts payable systems, and other outgoing cash flow systems are a joke. No controls. No meaningful oversight. No ability to stop a payment. No wonder much of this is “classified”. It’s a damn embarrassment. No responsible company would run this way. You honestly want individuals having the power to stop duly authorized payments?
What you've posted is just blatantly false.
The Treasury is just the bank account. They no more stop payments on things than your bank would stop payments on your business that's issuing checks to vendors.
Its the responsibility of the fund holder to verify and certify payments are valid. In the govts case, this is the agency that is doing the purchasing. And there are many controls in place in the AP systems of agencies to guard against erroneous payment.
It's not Bank of America's job to do oversight or stop payments on checks you write, and it's not the Treasury's job to do it for Federal agencies. The only exception to that is if someone is on a Do Not Pay list due to govt imposed sanctions. Which would similarly impact other banks.

In an early part of my career out of undergrad years ago....I did work auditing several different federal agencies, so I understand the nuts and bolts of how their system operates. And the headaches of getting people clearances.
To be fair, instead of just letting it go with a "you can do better", I did actively participate in the escalation.

I think you are probably correct about how spending agencies and treasury work together. That’s the problem. The defense department fails its audit 7 years in a row. Nobody is anxious to immediately fix the problems.

Of course they are. Ancient monstrosities that were put together by low bidders and then after 2x budget overruns there were shortcuts to just finish the things. Any work going forward was/is not only lowest bid, but also has to have either x% of minorities on the staffing plan or be led by a minority GC which then subs everything out with little to no control over what goes on.

Maybe use algorithms to alert individuals to suspected fraud or other issues. That’s the standard of care for banks and credit card companies now.
Waste fraud and abuse in spending has been an issue for government for decades. We need to address it.
This is finally being understood, just as I am wanting to find a "good" gov gig, with no accountability, just say yes and sign the paper, turn a blind eye and draw a nice check with ZERO checks and balances on what I actually do.
