Overcalled because of an illegal forward pass. If they reviewed it further, you'd see that #11 for Rutgers picked the ball off the bounce when it hit the ground, should have ended there with an incomplete pass.

I think the ball can hit the ground on a backwards lateral which that was. It is just a fumble on purpose.
