I was under the impression that the max number of scholarships that may be offered in one year is 25 (regardless of how many are open). Can someone explain how O$U has 27 signed letters and Texas has 28 signed letters. Tenn has 29 commitments, although not all have signed. Am I wrong about the rule or is there a loop hole?
