Nowadays the IRS has a program which basically says if a restaurant's serving staff claims at least 10% tips overall, they won't be audited. It's more complicated than that, but that's the basic rub. So, for the most part, servers claim half their tips. Or more than half if they work in places that are low on cash tips, as you mentioned.I mean what % of tips are ever reported anyway? When I worked in a restaurant in college there was some bare minimum that we had to report. Like $5/hr or something. But we were making more like $25 (and way up on busy nights). Of course a lot if it was cash back then. Probably not so much today.

Years ago, when I first heard about this, I reacted the way a lot of people do to it. I wouldn't say I was outraged by it. But I was taken aback. "So we buy $1.1 trillion more from everybody else than they buy from us? They're looting us! They're going to take our wealth! How long can we sustain this?"
