I listed the US code and the department regulations that flat out say anyone asking for asylum must be granted a hearing and suggested both need changed. CO said the president already can do that but never quoted the US Code directly.
The reason the House hasn't changed the code is they want the issue, not a solution. The Senate doesn't want the law changed. So nothing happens.
