Is it the AD? Head Coach? Or Both? I was surprised that CM had not been granted his request. But the article gives the impression that there is a greater possibility for him to come to IU than not. Just my take. Thoughts?

Officially it comes from the AD.

Most ADs, as is/was the case with Glass, wait until the new coach has a chance to talk to the recruits. Then they leave it up to the coach to make the decision.
