This particular “spearing rule” call was designed to protect the defender. Head first hits like this are how players break their necks/quadriplegic injuries.
40+ years ago, players were taught to “spear”. Thankfully, “sports medicine” intervened.
I agree with IUnorth-suspension seems excessive. “Further review” should be able to confirm/exclude spearing/targeting. But, like basketball, also define/declare a flagrant 1 vs 2 (or 2 yellow cards).
Flagrant 1, automatic 15 yard penalty and automatic first down, no ejection for 1st foul. Second unsportsmanlike penalty/Flagrant 2, suspension according to current rules.
