Whoever made the call, it's bad spin. A lot of Americans would support an increase in the cap gains rate if it's in order to make rich people pay their fair share. Those same people will suddenly think it's a bad idea if the purpose is to close the racial wealth gap.

I don't think the bases are larger than the moderate factions. But I do think that as the center disappears, the gap between moderate left and moderate right becomes wider.
