The university got smart and let out of state students get instate tuition if they stay one full year in state while in school. . Can leave for short periods of time. The University is allowed to track your credit cards and bank statement.

I don’t think it’s a whiff. Certainly an improvement. Beyond that I’m in the wait and see camp.
I'd bet McCollum gave IU the stiff arm, not the other way around.
