Paul's point is you obey when the government is doing it's assigned function from God. The truth is a bad government is better than no government at all. When Paul was told by the authorities to not preach about Jesus he said, "I have to obey God rather than men". So it is not God's assigned function for government to stop the progress of the Gospel being preaching. Now today we have millions of Christians living in China. They have to be underground about their faith or the communists will put them in jail. So they are a bunch of criminals in the eyes of the Chinese Communists. But God blesses them because they are following Him. Now the question Kurt is would God be ok with the killing of innocents? He does not. So if the Russian government told you to do that then it would not be within God's function of what government is supposed to do. Go back over the Bibles verses I quoted. In the Bible slavery was never condoned or accentuated, but it was acknowledged as a reality. I will say the Law of Moses told Israelites to treat their slaves well. Many times God said, "because you were slaves in Egypt". So I can say this, if those in Israel was following the Law of Moses then Israel had the best treated slaves in the world.
Now there were two ways a person became a slave or indentured servant. They couldn't pay their debts and were thus paying off their debt by work, or they were taken during war. So slavery was the way of the world. God regulated it because slavery has always been here and it always will. Today, there are more slaves in the world than at any time in the past. Why does God allow it to continue? It is because He is giving people the opportunity to repent. The Gospel is God's remedy for slavery. The Apostle Paul said in 1 Corinthians 7:21, "If you can gain your freedom. Do so". Read the book of Philemon. Paul is writing to a slave owner whose slave Onesimus had run away. This slave met Paul, came to Christ to be saved and then was of great use to Paul in the ministry. He asked Philemon to set Onesimus free so he could continue to be of help to Paul.

Right and wrong are not a government's or individual's conscience. God is the de terminator between right and wrong. For He is the one who moves governments to stabilize society. Again a bad government is better than no government at all.
