Since the tower simply made a one way call "blackhawk, do you have the a visual on the CRJ?" That SHOULD mean that coms had already been established. Now that doesn't mean that the chopper may not have switched channels, maybe to listen to the ATIS? Cockpit work load can get pretty busy once you are within 10-20 miles of the airport.

Trump wastes no time placing blame on Democrats for midair collision
From CNN's Michael WilliamsPresident Donald Trump on Thursday, without evidence, sought to blame the policies of previous Democratic administrations for Wednesday’s deadly mid-air collision over the Potomac River.
“We must have only the highest standards for those who work in our aviation system,” Trump said. “I changed the Obama standards from very mediocre at best to extraordinary.”
He continued: “You remember that. Only the highest aptitude. They have to be the highest intellect and psychologically superior people were allowed to qualify for air traffic controllers. That was not so prior to getting there.”
Trump added: “When I arrived in 2016, I made that change very early on, because I always felt this was a job that, and other jobs too, but this was a job that had to be superior intelligence, and we didn’t really have that. And we had it. And then when I left office and Biden took over, he changed them back to lower than ever before.
“Their policy was horrible,” the president said, “and their politics was even worse.”

I wish he had some grownups around him who would have told him to say something about the nation mourning this terrible tragedy and that he and Melania send their heartfelt condolences to the families and loved ones of the people we lost. All he did was ramble and said meaningless drivel.
Given all other norms and SOPs are being challenged, I think it's time for news organizations to make a point to NOT cover anything he says after a national tragedy. He's horrible at it and says absolutely nothing helpful.

So, if the ATC in this incident is a white heterosexual male who also drinks too much, and maybe even cheats on his wife, can we blame Pete Hegseth? Because, here's the thing...this happened under Trump's watch. The buck stops squarely on his desk, so it's his fault, either by his action or inaction. He doesn't get to play Monday morning armchair QB after the fact, because he's the fcking starter here.

Again, DBM, we're talking abuot positions like ATCs, pilots (Plane and military helo) that have gone through enormous amounts of training, testing, certification, etc.
Even if these folks were women/minorities/etc. this doesn't prove your point. And, while I'd agree DEI is a mixed bag of results, these tip of the spear occupations where lives are on the line just don't feel like the results that get negatively affecged by DEI policies.
And, lest we forget, that question you want answered will NOT be answered by the investigation completed by the NTSB.
